Environmental advocates in Upper Manhattan say too little emphasis has been placed on preparing impoverished areas that did not suffer flooding during Superstorm Sandy for the heat waves, rising floodplains, and infrastructural challenges that their neighborhoods will likely face.

The bus lanes were supposed to be put in use this month, but according to the DOT, work was delayed because recent cold weather made it impossible to apply the paint and other markings needed to establish dedicated bus lanes.
